When OTC Zyrtec came out, this was in the FAAN Newsletter as a warning because it has milk. Dd`s allergist said she can have OTC Zyrtec. He feels that the small amount of lactose won`t be a problem for her, but remember she is on baked milk and can also have milk cross contaminated items (Silk soy milk ). Your kids may be more sensitive than dd. You should check with your allergist. Dd has taken it about 10 times with no problems.

Our allergist said the same thing. My DS is not on baked milk and has no problems with it, but I guess the antihistamine would counter any mild milk reaction. So maybe he does react?? I tend to avoid using any with lactose unless that's all I have at the time..
They say that medical grade lactose shouldn't be a problem, but we use the liquid instead because I don't even want to risk it. I found this awhile ago.
I have a bottle of generic Zyrtec (cetrizine) from Walmart Equate brand. Grape flavour liquid. I don't see any milk or lactose on the ingredient list, so that is one brand you can check out.
